Some niches are significantly harder to get links in than others.
Finance, health, cybersecurity, legal, and SaaS tend to be harder. Local services, e-commerce accessories, and hobby niches tend to be easier.
Harder niche = more outreach volume needed to get the same number of placements = higher cost.
If you want links from DR 70+ sites, you need more effort to earn them. Those sites get more pitches, have higher editorial standards, and require better content angles.
Targeting a mix of DR 30–60 sites is faster and cheaper. Targeting DR 60–80+ sites is a different level of campaign.

Cheap links come from bad sites. The $20 link is going on a site with no real traffic, hundreds of outbound links per page, and domain metrics that are gamed with artificial signals. Google has seen every version of these sites.
Cheap links violate Google's guidelines. Mass link schemes are explicitly against Google's spam policies. The risk is not theoretical — sites have had their rankings wiped out by manual actions after buying cheap links.
Recovery is expensive. If you get hit by a link penalty or an algorithmic devaluation, recovering takes time, disavow work, and real link building investment. Cheap links have a very high true cost when you factor in the downside.
They do not compound. Real links from real sites build authority that compounds over time. Spam links get devalued, deindexed, or ignored. They do not age well.
